Fat steer

What age does a fat steer need to be. I've never shown one before but was thinking about getting one ready for next year. Also in some of the rules I've noticed that the steer must still have the milk teeth. Could someone explain what milk teeth are and what age calves loose them.

For my fair, most steers are born march or april the year before

You would want him to be around 18 months at his terminal show.
