Am I reading the rules right that a heifer must be 50% Simmental to show in the foundation classes?  Do simmentals register to 25%?  If they do, could a 3/8 heifer still show in the AOB classes?

Yes, you must be 50% to show as percentage (foundation), and up to 75%. Over 75%, you show as a purebred in most shows, including the Classics. I am not sure about the AOB classes.

It really depends on the show you go to. Most shows will have a Low % AOB class and a high % AOB class if they have enough cattle to fill the divisions but if they have a low % AOB class they should be allowed into it at 25%.
