Growing Tailhead Hair

I have a heifer that's really hairy all over, except for her tailhead.  Our hair management program is good, we brush ALOT, use conditioners, keep them clean, blow them out correctly, etc.  She simply just won't grow tailhead hair to match her body hair.  Any ideas or techniques I could try on this one? Thanks

Genetically some animals just seem to have more tailhead hair just like leg hair. The one thing we found that helps is roto brush. we run in over the tail head to help stimulate the skin and room any dandruff or debris.
