SD- where do ray guns fall? Are they legal or do you just vaporize anyone that gets in your way?

Don't need much for control, you just make the beam wider! 
Unfortunately, they fall under the intergalactic particle beam discharge act. Which states anyone who gets shot by one of the covered weapons must file a complaint with the Universal Bureau of Lawyers in ten days. Nothing ever happens mainly because if you are shot by one of these guns you get vaporized. But more relevant is the fact that the last time someone was hauled in front of the Lawyers the defendant snuck in a Gurellin blaster and vaporized them all. We elected him Galactic President the next year.
