Hair potential in a No Worries calf

I have a ten month old No Worries x PB Shorthorn (HAHN Lot One x Ace of Diamonds) steer, and he is a soon to be registered shorthorn plus. His mother had pretty good hair for not being in a cooler, and for being a purebred Shorthorn. With his genetics, do you think keeping him in a cooler this summer and working his hair would be worth it? Bottom line, do you think he has the potential to grow a decent amount of hair? I will try and get a pic of him soon. I will go ahead and post a picture of his mother below.
