Heifer not holding head up when in the chute and set up

Hey y'all! I have a heifer who is short-necked so when she is tied in the chute or set up she doesn't hold her head up high, she wants to get lazy and slouch in her neck area. We have tried where her nose gets put in between the bars and tied it there and she won't hold her head high..she only does it when she is walking...are there any tips? pictures are attached :)

I would tie her to a firm place with her head at the desired height and try giving her snacks at that angle some of her show feed or whatever you consider that to be make sure she is tied right and tight so she can’t loosing the rope and leave her tied like that for a bit so she can build endurance for holding her head like that reward for behavior you want to see more of always end training with them on a good note

It appears your heifer struggles to maintain a high head position when tied in the chute or set up. Consider using a head-raising device or practicing with a halter and lead rope to encourage her to hold her head up during static situations. Consistent reinforcement during walks may help her generalize the behavior.
