How do you grow hair on un-weaned calves?

I am pretty new to this, but I know some of the basic things you need to promote hair growth (dark, cold, humid and hair/skin stimulation) but iv ran into some issuers implementing this into a routine that works for 20 young calves that are still on the cow. I do plan on rincing them daily, but what are some ways I can keep them cool/humid, and out of the sun? Also would products like, show coat, hide & hair, and melatonin implants be a good idea?

We start day weaning sale babies at about 90 days, and fully wean by 120. We bring them in about 7 am, feed and work them like show cattle, feed again about 6pm, and turn them back in with their mothers.

I usually don't use Show Coat or any other expensive products on babies until their baby hair is shucked, usually mid June if I've had them in since the first of May.
