She should stop rubbing but its that time of year when they will start shedding. That may be what it happening.

The hair will come back after you treat her--no permanent damage.  An old timer told me once that all it took to get rid of lice was a good spring rain.  Not sure if he was right but they do seem to go away as spring arrives.
