Google around and you find out that the artist let folks know that he was to be filming, which explains the automobiles circling the cable car and the kids running in front of the car.
This is one of the cleaner versions out there, BTW. The Library of Congress has a scene-by-scene synopsis with explanations of the buidlings, etc.
