Low % vs. Foundation Simmys

What is the difference between these two?  What is the criteria to register an animal one or the other?

Foundation is a different breed...Say if You have a heifer out of Meyer 732 and a PB registered shorthorn cow and you wanted the pedigree on the dams side to be on the Simmy papers od the resulting calf then you would register the dam as a foundation simmy. Dr. Who and Heatwave are both examples of foundation animals in the simmy registry. Low % is  just the % of the calf...The example above would just make the calf 50% simmy and it would be on the papers.
Foundation animals aren't usually simmys.

25% is the lowest you can register.  However to show as a simsolutions, the percentage class they have to be 50%.  For anything to be shown as a fullblood simmental they have to be at least 7/8.  Which is a real rip because our 1/4 blood simmental heifers could only be shown at youth or open shows.  We can not take them to a simmental show and show them.  They also can't show as simmentals at the North American, they can only show AOB in the junior show.

Does anyone know how they plan to do the Foundation Simmental class at the OCA BEST shows in Ohio? I know you show 3/4 calves in the PB class, but will they be showing 1/4 calves in the Foundation class?
