Ohio state fair steer show

Are fitters allowed to come in and fit steers or is it only juniors and family members?

Last year you had to check in, specify how you were related and they gave you a wrist band.  I am sure there were some fabricated relationships but the fitters did have to get a wrist band. We did not take any steers this year so I am not sure if it is being done the same way this year or not.  I am going up this weekend to watch the show.
