Possible brisket disease??

Hello, I have a 5 year old bull (hereford) that may have brisket disease, or something similar, because the brisket area is very swollen/sagging down. It does not feel hard (at least not where I touched it, and does not feel entirely watery, but more gel-like. Just based on what I've been able to research so far, it seems like it could be brisket disease, but I have no prior experience with swelling in the brisket area. He seems to have swelling under his chin as well. Just about everything I read on this says that it is due to high elevation, but we are in North Texas and not high elevation at all (only about 500 ft elevation). I'm posting multiple photos and a video from various angles so you can see it well. Thank you very much in advance for any input you can offer!

Is he having a hard time breathing?
Is staying with the herd or straying off?
Is he sluggish?
Does he have diarrhea?

Your bull could also have an infection/abscess possibly in that area.

His lymphatic system could not be draining properly or it could be an overload of parasites.

I don't think it's brisket disease because that is where the air is too thin and the animal can't get enough oxygen. Your bull would be having a real difficult time breathing and moving around.
