I just got my steer oat grass because before he was eating a grass alfalfa mix and it made him bloat. but I had to  quickly unload his oat grass today because of snow and the best place i have for it at the moment is right next to his pen. Is  it ok that he can reach it  whenever he wants?? should I make it so that he cant get to it?? or is it fine??

If it is oat hay, have you had it tested for nitrates?  Too high of nitrates can be fatally toxic.
