1- 75% of it is genetics. Your calf either has it or not.
2- if your hair is really stiff and untrained you can revive it and brush against the grain daily to break it at the root. Brushing also stimulates growth.
3- Roto brush- it will cut your time in half. We use Olive Oil which is for ethnic hair and coat the leg. Work the leg with the roto brush.
4- Keep the legs clean. Daily rinsing will help. As the weather warms you need to make sure you keep your animal cool.

we have had really good luck with rotobrush and revive.  I also got a better quality feed and the Power fuel supplement and after I start feeding those the hair grew better as well.
