Steer gets away

We have a steer that we’ve been working with since early spring.  Showed him at 2 jackpots this year.  At some time or another something spooks him and he puts his head down and runs.  No one kid, adult has been able to hold on to him.  He’s never kicked, charged or anything like that.  Can walk up to him in corral put the halter on him, scratch him or whatever...He’s been washed and dried and worked with almost daily.  He may go for 30 days without getting spooked and running away, but then he’ll go another day and get away 5 or more times in one day.  I’ve never seen one like him, he’s so unpredictable.  Our fair is in 2 weeks, does anyone have any suggestions? 
 
I would try a set of temporary spring loaded nose tongs . It’s too late to put in a permanent nose ring & would really tick him off trying to do so ... just my two cents !

We have used the cruise control on flightly calves with good results. Get them from sullivans now
 
Long lead, they want to put their head down, let them but with no resistance.


Then gather them up, pull to the side, walk in front of them, take them to the right, be unpredictable so they are thinking of you.


Try to do it loose so you can detect early and change direction, pet, scratch, get them thinking.
