Steer stuck?

I have a crossbred steer im fitting for our county fair which is the mid week in July. He is veryyy tall. Wasnt very tall when i got him but is rather leggy now. I think if i can get some weight on him it might help him not look so tall but the problem is I feel like he isnt growing at all. He is on our custom mix with all the basis in it. Corn, oats, cattle pellet, bovatec, cotton seed hulls. Gets about 18 pounds twice a day with hay. Wormed him tonight with injectable. Weighed 1070 at the beginning of March. Just need to get him really fat in hopes i can make him not so tall. Like i said, i feel like he isnt growing. Any suggestions?

If he is growing into his frame his growth won't be as apparent.  I would weigh him and again in a week or so and see if he is growing for sure.  If he is "stuck" then he may have finished growing and will now only get fat, what is his breeding?  A pic would definitely help as well

at this point you shouldnt need the oats anymore.  replace with more corn.
