Steer Training Problems - headbutting

We have a cattle team entered in a shot in five weeks time and theres just one steer we can't get walking properly, and being e vary good looking steer we would very much like him to participate.
To start off training he was quite jumpy but doesn't mind being touched and doesn't kick. He's not to sure about being washed but it doesn't really phase him either. We always make sure there are other steers around because that helps keep him calm. The one thing we cant get him to do is walk or stand. All the steers were started on donkeys and this has worked wonders for most of them and he walks reasonably well on the donkey. In the last three weeks he's developed a bad habit of trying to head-butt people and run through/into whoever is trying to lead him. He's never gotten away or 'won' as such but he has no respect for people or even his nose ring. We tried leading him on the donkey again but he's too smart fot his own good and tries to get under the donkeys neck attack whoever is walking with the donkey.
Any ideas or advice would be great

I guess it comes to how good a steer is really?  I think he might be shipped off to market unless he is outstanding.  Every once in a while you will get one like that, what worries me is that a donkey has calmed him down.

Do you tie him up with his halter on and close to a fence?

You need to keep him circling and disengage his rear end. If you keep him moving he will stop.

You need to keep inside his circle when he tries to butt and either go the other way or step inside his shoulder.

He will figure out he can't get to you. Then scratch him
