Steer with watery eyes

Ever since we brought my daughter’s steer home, he has had watery eyes. I’ve been treating them with the Vetricyn Pink Eye spray twice a day for two weeks but it isn’t helping. It’s so bad that his face below his eyes are wet all the time....and the flies are starting to cover his face as well. I was thinking pink eye but like I said the spray hasn’t helped. There’s no discharge from what I can see either. Any ideas or suggestions?

Maybe the flies are causing the watery eyes? I got mine a fly mask bc of the flies making their eyes water!!
