Tie Outs!!

We have a barn that is being remodified right now.  It has 10 foot high concrete walls and is roughly 35 feet tall, the other 25 feet being wood planks.  The area is roughly 40 x 50 an we are incorporating a place for tieing, small tac space, and at least 3 pens.  There is one small sliding door roughly the size of a large service door and one eight foot wide wood sliding door that we plan to change to a roll up style garage door.  We plan to put two 10 x 20 stalls for winter nights.  Is one stall big enough for two steers/heifers of any age?  Also, Our tie-outs would be outside the large sliding door on about 1/3 of an acre.  We plan to divide this area into two tieouts.  Are shelters typically available when cattle are out for the night?  Or are they just in open pasture?  If they would need shelter we have about a 20 x 16 enclosed area off of an old milking barn.  How many animals could this hold comfortably?  Lastly, could steers and heifers be in the same tieouts?  We only have one available shelter so we planned to put them together.

If I were you id have somewhere to keep them during the night like a lean to or a section to your barn . Its probably alright if they don't just make sure there's wouldent be any bad weather or anything.
