Have you talked to any Charolais breeders in North America?  Talk to the people I suggested.  They have given up some muscle and gained functionality, growth, and calving ease.  I suggest that using some North American genetics in the European Full french Charolais herd may make the Charolais breed more economically viable to use in your situation.  I expect North American Charolais to continue gaining market share in Europe as their advantages become known.
Lastly review the bull sale averages from the breeders I mentioned.  Here is a couple other breeders to consider: Rawes: http://www.rawesranches.com/bull_sale/ and Eaton's: http://www.eatoncharolais.com/home.  Note the bull sale averages and numbers they sell to commercial cattlemen.  Also note lack of show ring promotion. They buy back the calves out of their bulls so they know what their bulls sire.  It is commercial performance that sells their bulls-not ribbons.
Get some breeders to use Emir on some good cows (via embyos ?) from some of the mentioned breeders and take it from there.  Many of them have used some UK genetics and you can talk about Charolais their experiences and learn from them.

I would give it to someone with an interest in it to use before I had to look at it everyday wasted on the mantle
