My son steer was halter broke months ago with a rope halter,we tie him everyday while cleans pen walks him to the grooming chute,walks him back in stall ,and ties him back up wet him down then back to chute to brush him out. problem we are having is when walking in let out area with rope halter he acts like a real jerk. my son is 14 years old and this is his first show steer. would switching to a chain halter get him back in control?

Would suspect the steer is bored to death.  Guessing he is by himself,  doesn't have a pen mate,  gets worked with but stays alone most of the day.  Exercise is on the rope,  he needs a place to run wild for a little while, somebody to chase him a little would not hurt.  Bet if you turn him loose forva while, he runs off and comes back pdq.

where this steer is there is another steer and a cow and calf,they all get let out at night,then steer are shuffled back in pens in morning to feed

Sounds like the turn out pen = freedom to him. Make him stop and obey before you turn him loose. Maybe even make him walk a couple short circles before you turn him out.

When you let him out for the day, let him get the energy burned off, then get a buggy whip and drive the whole bunch at a walk around the turn out area until they get tired.  Do this every day or at least a couple of times a week so that running around starts to feel like work.  They get over themselves pretty quick.
