From what I understand founder is caused from a consumption of a large amount of grains that are highly fermentable (digested very easily and rapidly in the rumen). Beet pulp is primarily used as a filler and has little nutritional value. I wouldn't think it could cause founder. Also cattle eating beet pulp are typically used to eating large amounts of grain (at least in our operation) and even if it could cause founder it shouldn't in these cattle

I would doubt that a cow could founder on beet pulp.  I had a cow get into the feed shed.  She ate about 2/3 of a bag of beet pulp.  She was "filled out" for a few days but still kept eating like normal.
