Black steer end of tail white crusty

We have a black steer that I noticed when combing his tail I was getting clumps of hair with bright white rings around the hair follicles.  Upon further looking I discovered about a 4 inch patch from the end of tail up of thick bright white crust.  I'm pretty experienced with ringworm and this may be ringworm, but I've never seen it this thick and bright white.  I'm a little worried if I keep brushing he may lose all the hair off the end of his tail.  I sprayed it with fluid film a week or so ago and don't see any change.  Anyone else know what it may be and how to treat?

Shapley's MTG gets rid of any mystery skin problems quickly
smells terrible so wear gloves or your hands will stink for
awhile even if you wash them

Update: I've been treating the steer's tail with Shapely's MTG.  Hair begins to regrow, but you can pull it right out.  Doesn't seem to be attached.  Very, very strange. Any idea on something else to try?  I will try and post a pic tomorrow.  Thanks!
