Contracted tendons

Hi everyone, we have an 11-day old PB Herf heifer out of Cash Flow that we are trying to get her tendons to relax. we have tried splints made out of PVC pipe cut lengthwise and secured with vet wrap along with a three day stint of Oxytetracycline per our vet. Anyone else have other ideas? This is our only heifer for the year, so we are trying our hardest to get her situation fixed. Thank you!
