Genetic Defect - Which is it?

We had a calf born that is what we think is a "bulldog" Achondroplasia. The question I have is - is that condition related to PHA at all or is it a separate deal? The sire is a THC/PHAC and the cow is THF/PHAF. From what I've read the two defects can be similar and people mis-diagnose what it is. Here is a description of the calf: Weighed 50lb, came 3 days early, unassisted, the head is swelled and looks like a bulldog, the legs are half the length of a normal calf's legs and bone and feet are tiny. Almost looks similar to pig hooves. It looks identical to a picture I saw of a "bulldog" calf but cannot figure out if it is linked to PHA or how the gene comes out.
