Help with stiff pasterns

We go to the fair with our steers on Monday.  We have one steer that has become very stiff in his rear pasterns.  The problem originated after a corrective hoof trimming in mid/late June.  Before and since then, he is tied in the barn on 8 inches of sand covered with 6 inches of wood shavings.  At night they are put out in a concrete pen with a 12 inch covering of corn stalks.  We walk them each evening after the heat dissapates for about 1 mile.  He is way better than the first weekend in July, buy I was wondering what anyone would suggest to free him up as much as possible.  Chances are, this will be a terminal show for him.

Please, help ??? ??? ???

Even though the concerte is covered with corn stalks maybe its still to hard for him??
Dont tie him in the barn let him have a stall with fans on him, so that he has free walking an that way he can strech his legs out.
At the fair walk him as much as possible to keep him free walking

They make a rub called ICY HOT.If you notice any swelling at all this is great. you may want to try some on his joints. If he looks really uncomfortable, bantimine  an til he works it out. also you can try cool water rinse and apply  liniment. Sounds like he needs to work it out. It is amazing how much time it can take.

If u put liniment on make sure they calf is completely dry. If the calf if wet it intensifies the feel by like million times an is not confortable!!
Just like if u put liniment on an run water over it > it burns.
