Genetics. They'll also drop a little more as they start to get more finish on them, but you can't exactly feed a flank into a calf.

If a "lower" flank isn't an indicator of finish, what economic value does it have?  I've sold plenty of flank steak but...

I agree that it is a good indicator of finish, but that's not exactly what I was referring to. The OP is asking how to make the calf deeper in the flank, and that's what I replied to. If a calf is a little cut up in the flank when you buy it, even as a fat steer it will still be a little cut up in the flank. Does that make more sense?
