Need grooming advice - steer has limited hair

Our county fair is a month away.  Our steer has very limited hair, although he had plenty until mid-May.  He is under fans, although not in a cool room.  Does anyone have advice for products and/or supplements that may be helpful in adding shine and or a bit of hair growth?  Also, not quite sure how to groom him if he has limited hair...Should we pull up this legs as possible and final bloom his sides?  Thanks for your help.

If you rinse twice a day and brush brush brush brush. Keep fans going and reduce light during day. You will get some grow. If you have short hair that is hard to work with good ol shaving cream works well. Buy 99 cent shaving cream Barbasal works the best. brush and blow out and it will make hair stand out. make sure you blow in the direction you wan the hair to go.
