Raising steers outside?

So I have two fair steers that I am raising for our August fair in Wisconsin. Does anyone have any suggestions on what to do for their bedding area once spring comes. I heard of sand but just looking advice. They do have a 3 sided building that is 16x16. I am learning as I go. Thank you in advance for your help!!
