Weight seems stuck.

My daughters steer seems to be stuck.  I taped him on Jan 21st and I got 1045, taped him again on Feb 10th still 1045.  He was taped both times before I fed him.  He has been locked in a 16 + 12 stall until the first of Feb and now a 20 x 20 stall.  He seems to be filling out in the front end and really getting wide, but the tape isn't showing any weight gain.  I am finishing up the last 2 bags of Purina Show Chow and am going to switch to Purina Fitters edge, will this help.  He is getting 24lb of feed a day.  I figure it should be 26lb., so will be upping that.  I ran out of the Vitaferm minerals but he has a mineral block and is getting good Clover hay, no alfalfa available.  He gets watered 2x a day, I am leading him to water because he keeps jumping the fence and getting out if I just let him get water himself.    I am adding pictures and yes, I know he has alot of junk on his neck but does anyone have any ideas on why he isn't gaining.  1 other thing is that we have been down in the single digits for weeks could the feed be going to keep him warm.  I was having a heck of a time with him and my 9yr old was taking the pictures, sorry ain't the greatest.

If you look at your weigh tape there are two sides with different weight (that is how mine is).  When we weigh tape I try to get a real weight at some point and check my tape against it every calf is a little different depending on height and length.  When the calf is younger I use the lean measurement, as it starts to fill out I use the "fat" measurment and sometimes go in the middle and take a average.  Depending on how they are standing it will change.
