I think it can be anywhere from 6-12 months, are you feeding her hard, is she underweight, either one could effect her. Are you showing her, is she in with or around other cattle?

She is with another heifer and my 4-H steer, but he is smaller than her. I am not currently showing her, she is not even mine. I am leasing her from someone to show. I don't think she is underweight,

What breed is she? Some breeds will mature later than others.
I would wait until she's 15 months to be concerned. Some breeds will mature at 12-14 months of age, others earlier. If she is overweight, that could be affecting her too. How much grain do you feed her?

My heifer is around 1300 pounds and gets one pound of grain along with pasture, and she's sort of chubby. So, it could be that your heifer is overweight.

Feel her like you would a market steer class when judging to tell if she's too fat or skinny.
