You are on the right track.
Personally, I don't believe that you can grow hair on a specific part of a steer. I think that you can stimulate hair growth, but it is going to grow everywhere...not just on their legs.
What you CAN do is make sure that the hair you have is good hair and is trained to do what you want it to do. A roto-brush does a great job of that. You can take one that appears to have basically no hair, and get the hair they have trained.
Rinse, dark, blow, fans, brush, and do it all again.
I can't remember who said this, (cowman 52 or Road Warrior) but the point they made was a good one. It is far more important to have "good hair" than it is to have a lot of hair. Quality over quantity. And if you work really hard and have genetics on your side...you may be lucky enough to get both!
